Notably, the provision for a jail term of ten years for repeat offenders has been modified to seven years. This amendment suggests a more lenient approach towards individuals who have previously been convicted of such crimes.

The bill, formulated by the Siddaramaiah-led Congress government, covers expressions made through various mediums, including electronic communication. This comprehensive approach reflects the government’s commitment to combating hate speech in the digital age.

The BJP, however, has expressed its dissent towards the bill. The party’s members staged protests during the assembly proceedings, voicing their concerns over potential misuse of the legislation. The Bharatiya Nyaya Sanhita, a legal cell affiliated with the BJP, has also criticized the bill, asserting that it infringes on freedom of speech and expression.

This development comes at a time when hate speech cases have been on the rise in India, prompting calls for stricter regulations. The passage of the Karnataka hate speech bill is expected to set a precedent for other states in their efforts to combat such incidents.
